Ofcom Proposals Likely To Result In Lower UK Broadband Prices

The telecom regulator Ofcom has proposed that BT Openreach reduce charges to other providers for access to its telecom services which it says would result in price cuts for customers if rivals such as Sky Broadband and Talk Talk Broadband pass on the savings.

The regulator says it will offer a consultative period on the proposed changes until 9th June, but expects the changes to be implemented later in the year and to be effective until 31st March 2014.

Ofcom says both Local Loop Unbundling (LLU), where rivals assume control of BT infrastructure and Wholesale Line Rental (WLR) where rivals simply rent services from Openreach will have their fees reduced.

As a result of the proposed changes, Ofcom expects unbundled wholesale prices to fall between 1.2 per cent to 4.2 per cent a year until 2014. For shared unbundled lines, the regulator proposes a fall of between 11.6 per cent and 14.6 per cent each year.

Ofcom expects WLR prices to drop between 3.1 to 6.1 per cent a year until 2014.

“The proposed prices strike a balance between providing incentives to invest in networks and ensuring that broadband and landline prices are affordable for consumers,” the regulator said.

BT says that it invests in infrastructure more than any other company in the UK, and that it needs the ability to derive income from those investments.

“It is critical that it is able to achieve a fair rate of return in order to continue its investment in copper and fibre based services,” a statement from the firm read.

“Upon initial review, we are encouraged by Ofcom’s recognition of this fact, but would question some of the underlying assumptions being used. As a result, we will be raising such concerns with Ofcom during the consultation process.”

TalkTalk Launches 200 Mobile Minute Boost For Just £4.99 Per Month

TalkTalk Broadband In response to the move by Ofcom to reduce mobile termination rates is launching a 200 mobile minute boost. The new service is the most competitive way for customers in the UK to make calls to mobiles, costing just £4.99 for 200 minutes, or 2.5 pence per minute, lower even than the reduced price announced by Ofcom.

In October last year, TalkTalk first introduced the 100 mobile minute boost for just £2.99 a month saving customers as much as £12 per month on average, and the combined savings of tens of thousands of customers who signed up the equivalent of £1.3 million

With the 200 mobile minute boost available for just £4.99 a month, the average customer will save as much as £20 a month, with customer never having to worry about the cost of calling mobiles again. Minutes can be used any time of day or night, seven days a week, and customers can check their remaining minutes easily online via My Account. No other landline provider offers customers the ability to tailor their package with anytime inclusive calls to all UK mobiles.

The 200 Mobile Minutes Boost joins the TalkTalk range of existing Boosts that allow customers to customise their phone and broadband package to their own requirements.

Leading UK ISP’s To Reveal Network Management Policy To Customers

A number of UK internet service providers will reveal to customers details of their traffic management policy and how they restrict broadband internet speeds.

The ISP’s include Sky Broadband, BT Total Broadband and Virgin Media Broadband, all of whom have agreed to abide by a new code of conduct drafted by the Broadband Stakeholders Group. The idea behind the policy is to show customers why speed restrictions must be placed to ensure network stability during periods when the network is busy.

The ISP’s argue that they must slow down internet speeds during periods when the network is extremely busy, since it enables them to maintain a strong network that does not degrade during periods of high traffic.

The policy has been criticized by some who worry that it will result in a two tiered internet, one where ISP’s charge specific websites for prioritizing their traffic.

Antony Walker, BSG chief executive believes that the new code is important for transparency and that whatever policy of traffic management is designed going forward, it is important that customers are aware of it.

“There has been more heat than light in the debate about traffic management over recent years,” he said. “This commitment to provide clear and comparable information in a common format is very important.”

Walker added: “It will not only help to ensure consumers are better informed about the services they buy and use, but will also provide a clearer picture for policy makers of the way in which traffic management is actually used in the UK market.”

Other companies backing the code include O2 Broadband, TalkTalk Broadband, 3 Mobile Broadband and Vodafone Mobile Broadband. All the signatories together account for 90 per cent of fixed line customers and 60 per cent of mobile customers across the UK.

“Consumers need to be able to make informed choices about the services they buy and policy makers need to be able to make informed decisions about the policy and regulatory framework they set,” Walker added.

“This new commitment provides an essential building block for getting both of these things right.”
